For the larger part of the twentieth century and the beginning of the twenty-first, all forms of gambling, including sports betting, were outlawed. Lotteries were the only type of betting that was legal.
The situation appears to have improved in recent years. A five-year order was signed in 2017 that made betting on football, greyhound racing, and horse racing events permissible. FIFA-controlled football events are the only ones that are permitted. It is extremely limiting in general because it only applies to major hotels, which are land-based gaming establishments, but it is a step in the right direction in any case.
Esports legislations in Vietnam
Sports betting and gambling, in general, are contentious issues for Vietnamese legislators. Although the situation is far better than it was previously, when all games of chance, with the exception of the lottery, were forbidden, the regulations remain extremely restrictive for those who seek to engage in betting operations.
Entering a brick-and-mortar betting facility is only possible under particular circumstances. If the bettors are Vietnamese, they must be 21 years old and have monthly earnings of more than $450. They should also not have any criminal records. Betting addicts frequently require written approval from their relatives. Overseas bettors who do not have a Vietnamese passport can also bet at land-based esports facilities.
The penalties for breaching these laws are severe for both operators and punters. This is why it is best to make a personal limit to sports betting as a recreational activity. Losing more than $2000 can result in a prison sentence ranging from two to seven years. Small-scale bettors are usually penalized if caught, but the fine can be substantial.
